Paul served in The Royal Navy from 1987 – 2000. He left as a Service Policeman. However, he started his naval career in the Seamanship Branch specialising in Radar and became one of the youngest ever promoted to Leading Seaman at the age of 20. Since leaving the forces he had a brief spell in the civil service.

He then continued his experience in the private security sector by working for Loss Prevention International repatriating violent failed asylum seekers, illegal immigrants and terrorists under immigration and asylum legislation, where he met and became good friends with Tom Davies.

He is an SIA Licensed Close Protection Officer and holder of the BTEC Level 3 in Close Protection Operations and has served both in hostile and non hostile environments. During this time he has looked after many Dignitaries and a number of “A” list celebrities.

In September 2006 he established Protective Security Solutions Ltd after consultation with Tom Davies, who now mentors and advises him.

Paul has enhanced his continuous personal development by becoming a professional trainer specialising in conflict management and is a member of the Institute of Conflict Management, member of Institute of Leadership and Management, and affiliate member of Conflict Professional.

Prior to establishing himself in the commercial sector, Tom Davies served between 1962 and 1984 as an Officer in British Military Intelligence. During this time he held a variety of security/risk management, research, investigative and specialist anti-terrorist appointments in Africa, the Middle East, Europe and Northern Ireland. During the past 24 years, Tom has become internationally recognised as an expert in maritime security, risk management, counter terrorism and the use of the private sector for the custody and enforced removal of individuals under Immigration legislation.

Tom has also lectured extensively in Europe, Scandinavia, the Far East and the United States of America on maritime security, counter terrorism techniques and international terrorist organisations. He also acts as a specialist adviser to a private equity funding group who specialise in investing in the security/risk management industries.

He was a one of the founder directors of International Maritime Security (IMS) Ltd. Between 1991 and 2005, he was the Managing Director of the LPI Group of Companies. He is now semi-retired and advises enterprise companies on strategy and operations.

He is a Liveryman of the worshipful Company of Security Professionals, a Freeman of the City of London, a Board Director of the Council of International Investigators and a Public Governor of his local NHS Hospital Foundation Trust.

Bill Wyllie is a widely-experienced security project manager who was formerly the Chief Security Adviser to the Governor of the Bank of England. In this post he was also the Head of Security and Business Continuity Manager at the Bank. Bill has also held the post of Head of Security for MBNA Bank EBL.

Bill started his career as a military intelligence officer spending 17 years specialising in counter-intelligence and gaining an interpretership in Arabic. Upon leaving the British Army, Bill spent 5 years in oil industry security management in the Middle East followed by 6 years as an independent security consultant operating globally (32 countries) across a wide range of disciplines. After a further 6 years in the financial sector, Bill returned to consultancy work 2 years ago, and currently operates in the UK and internationally. His current clients include a number of specialist organisations and private clients, and he provides training programmes for the Dubai Police Academy.

Bill’s specialisations include security strategy design for major public and corporate entities, as well as the management of major security projects, including infrastructure and new-build initiatives. He advises on the protection of high-net-worth individuals and persons at significant risk, as well as conducting security surveys and planning work world-wide. His work includes risk assessment and in-country intelligence evaluation, together with business continuity planning and crisis management. He is familiar with financial sector regulatory environments – Basel II, Sarbanes-Oxley, etc – and conducts both loss adjustment investigations and kidnap for ransom negotiations.

Bill has significant contacts within UK national and international intelligence, security and police organisations, and has held the highest levels of both governmental and private sector security clearance. At various times, he has directed staffs of up to 800, and managed security budgets up to US $ 20 million pa.

A Fellow (and the Chairman) of the UK’s Security Institute, Bill is also a Certified Protection Professional (CPP) and a Life Vice-president of Chapter 208 of ASIS International. Bill has been the external examiner for the security degrees of MA and MSc, and is a former member of the academic advisory board of the UK Defence Academy and the Security & Risk Studies Institute (Rome). He is the author of the books “The Millennium Security Manager” and the textbook “A Guide to Security Surveys”.

Bill’s particular forte lies in green-field project design and in start-up initiatives calling for radical and innovative strategic thought.
